Karamoko Alpha Diallo founds a feudal theocratic state, consolidates the union of all Peuls by relying both on Fulani traditions and on the principles of Islam. On his death in 1751, the scholar Ibrahima Sori Maoudo was elected head of the Peuls. He pushes back a strong pagan offensive of Dialonkés and Soulima led by Kondé Birama. His disappearance in 1784 opened a period of anarchy. The Fulani state of Fouta-Djalon becomes a confederation grouping nine Diwé or (provinces). The title of almamy is vested alternately to the descendants of Ibrahima Sori (Soria) and those of Karamoko Alpha (Alphaya). After 1804, power is still exercised alternately, but every two years. The organization of the State will be an example of decentralization on the basis of which were the “village councils” electing their representatives with direct consultation. The latter were part of the great council of elders who assisted the almamy in the management of the entire territory.
