Where did the 750 billion CFA francs invested to fight against floods go? The former coordinator of the Ten Year Flood Control Plan (PDLI) comes out of the woods and explains how the money was used to fight the floods.

“This is precisely 766.988 billion CFA francs constituting the provisional budget for the implementation of the PDLI planned over ten years, from 2012 to 2022. This program comprises three phases. First, there was an emergency phase with a budget of 66.375 billion CFA francs, fully implemented. Then, the short-term phase whose budget was 250.603 billion CFA francs. And finally, the medium and long-term phase budgeted at 450.009 billion, ”explains Idrissa Tall, in Le Soleil.

The former PDLI coordinator clarified that a budget is not synonymous with money available or already spent. “It is at the end of the assessments that the exact amounts of disbursements will be known,” he said.
